By default, post a message in the Web, Admin & Oper GUIs when the system is low on space

An operator won't have any idea why jobs aren't being processed due to the system being low on space, and an inexperienced admin won't know what to look at, but such a message will point them in the right direction. The idea originated from the Boulder hardware test team.
