Enable Medium Overlay for Front Side to override Form Definition

Currently using the Change AFP Resources parameter: Medium Overlay (both sides) invokes AFP Reorder and creates a new Medium Map to apply the overlay to all sides of the job. However if using the parameter: Medium Overlay for Front Side, afp reorder is not invoked,(actually is invoked) therefore a new Medium Map is not generated and defaults to the MM in the form definition and the overlay-front is ignored.

So basically this parameter is useless because every AFP file has a form def and therefore PSF ignores this parameter.

Change it so it also invokes afp reorder and a new MM includes the overlay for the front side.

This is not entirely correct - the best explanation is in the design doc - this is an IPM design - this will cover expected behavior

Then I'm misunderstanding how it's intended to work because when I use Medium Overlay it always prints the overlay on both sides, but when I use Medium Overlay for Front Side the overlay never prints. This result was confirmed by Amy Buckingham, hence the request for enhancment.
