Stand-alone job submission (web GUI)

Some IPM job submitters would like to use the web GUI to submit jobs, but they do not need user or administrator access to any areas of IPM since that is not part of their job function. As a result, the idea is to make the web GUI's drag-n-drop "submit a job" function available a separate web page, that is only accessible by a special group of people, with only job submission capabilities (no access to "the rest of IPM"). These special users that log-in to IPM, will only see the job submission area and nothing else.


Silviu/Peter: Seems the 'spirit' of this requirement could already be fulfilled with current capabilities. Could tie user to a "submitters" group.
